Notice that Hebrews 10 is talking about the promise by God to Abraham's seed. All throughout the book of Romans, Paul also states that the promise to the seed of Abraham is through faith, shared by both Jew and Gentile believers in the Gospel of Christ. Romans 1 also quotes the same verse in Habakkuk 2.
