I'm all for helping the poor, but that is not what this is about, nor ever will be. This is for government control of the populace and will go hand-in-hand with vaccinations, vaccine passports (pre-cursers to the mark), and eventually the mark itself requiring worship to the beast and it's system.

Candidates for the one-year program would be selected from the city’s 15 districts, based on each area’s share of those living below federal poverty guidelines. Garcetti is targeting households with at least one minor, and suffering some hardship relating to the Covid-19 pandemic.
One year? Not likely. Does the government ever wholly stop a program? Again, not likely. More likely it will be expanded.

My take -
Pay your taxes that are required of the government, but give to God what is required of Him. Your life, your faith, and your worship. Not the beast and it's system.
Also, watch and understand the times we are in and what is coming.
