I have a Catholic friend, who will drink excessively but make sure he meets the "obligation" either Saturday evening or Sunday. Has said to me verbatim "I gotta meet the obligation".
Is he saved, maybe. Obligation or not, so long as he believes in Christ crucified for our sin, buried, resurrected (1 Cor 15:3-4). What the pope says may lead people astray for sure, but God is greater and judges
