Prime Minister Dmitry Medvedev said he was stepping down to give Putin room to carry out the changes, which, if implemented, would shift power to parliament and the prime minister - and might thus allow Putin, 67, to rule on in another capacity after his current term ends in 2024. ... Attention now turns to who becomes the next prime minister. The array of possible candidates includes Moscow Mayor Sergei Sobyanin, who is credited with breathing new life into the capital.
Wednesday’s changes will be seen by many as the start of Putin’s preparations for his own political future when he leaves the presidency in 2024.
Whoever he picks as prime minister will inevitably be viewed as a possible presidential successor - echoing the way that Putin stepped down from the presidency in 2008 to become prime minister under Medvedev, who then stepped aside four years later to allow Putin to resume the presidency.
In power in one of the two roles since 1999, Putin is due to step down in 2024, when his fourth presidential term ends.
He has not yet said what he plans to do when his term expires but, under the current constitution, which sets a maximum of two successive terms, Putin is barred from immediately running again.

Sweeping top to bottom change to the government of the Russian Federation came as the result of a stunning speech this past Wednesday (15JAN20) by its President Vladimir Putin to the Federal Assembly. In the speech Putin announced reforms that would change the very nature of Russia's governance. Those changes resulted in the instantaneous resignation of the entire government. The resignations were not in protest of the announced reforms, but in support of them and of Putin's objective agenda behind them. In the midst of this single day upheaval came word that an obscure apparatchik of the Russian tax service (my thought - What is it they say? "only two things are certain, death and taxes.") , Mikhail Mishushkin, was elevated to the office of Prime Minister. Mishushkin was elevated in leap-frog fashion above a total of thirty-two (my thoughts - So, that would make him the 33rd?) Deputy Prime Ministers and Ministers of the Government with nary a single protest. Not so much as a peep. Tsar Valdimir has spoken.
Or should it now be acknowledged, Gog of Magog the chief prince of Meshech and Tubal, has spoken.
On that last statement, maybe. Or maybe this... Mikhail is a Hebrew name. In Hebrew the meaning of the name Mikhail is: Gift from God. Last name is Mishustin not Mishushkin. In Russian, Misha is a short form for the Russian male name Mikhail (Michael), and Mishka is a diminutive of Misha. This name, in any of its forms, is a common colloquialism in Russian for a bear. From link - Baghdad (AFP) - Three rockets slammed into the US embassy in Iraq's capital on Sunday in the first direct hit reported after months of close calls, as thousands of protesters kept up anti-government sit-ins across the country.
The attack marked a dangerous escalation in the spree of rocket attacks in recent months that have targeted the embassy or Iraqi military bases where American troops are deployed.
None of the attacks has been claimed but Washington has repeatedly blamed Iran-backed military factions in Iraq.
